Seven key issues have been identified within music education for people with Special Educational Needs and Disabilities:
•Special Schools need a confident, knowledgeable specialist music teacher.
•Technology can help enormously, but this requires appropriate expertise in respect of young people with complex needs and how music can help.
•Many SEND young people are in mainstream schools (and if we include ‘disadvantaged’ the numbers of young people grows even more).
•Young people with SEND can engage with music to the highest levels if they are given the opportunity (and it is not only young people but across the age span).
•SEND needs to be seen within a range of what is normal.
•There is much good practice, which has been developing, but there is limited awareness.
•Breaking down barriers means offering opportunities to share SEND work in other contexts. Caution – not tokenistic, but carefully included with integrity, as appropriate.

2. Build relationships and partnerships across the sector
3. A fully representative Youth Voice
4. Workforce Training

Longer term actions
1.In consultation with MEC SEND members, consider where the evidence base could be housed; gather in one place, one organisation or one federation of organisations
2. MEC members to raise the status of good on-going provision across all settings.
3. MEC membership to explicitly promote and market opportunities for
a) attending performances
b) participating in performances
c) role models
4.MEC to offer as part of a seminar (or at ISME conference?) a SEND taster,
